Scottish Businesses Call for Stability as Pre-Budget Speculation Impacts Confidence

At our Scottish Growth Seminar at Hampden Park, more than 200 business leaders gathered to explore how to build momentum, strengthen resilience, and create growth in a challenging economic climate. Throughout the conversations, workshops, and our pre-Budget survey, a clear message emerged: prolonged uncertainty around potential tax changes is making it harder for businesses to plan ahead.

Across the room, leaders spoke about delayed decisions, cautious forecasting, and a general sense that the shifting signals from Westminster are undermining confidence at a critical time. Our survey reflected this sentiment strongly, and national media picked up on it too.

Three major publications, The National, The Business Desk, and Scottish Business News, reported on the findings, each highlighting how widespread the concern has become across Scotland’s business community.

Here are some of the key takeaways;

Over 80% say speculation has harmed confidence

One of the most consistent insights was the scale of unease caused by weeks of Budget speculation.
More than 80% of respondents told us that the uncertainty and apparent U-turns on tax rises have had a negative effect on their confidence.

As The National reported:

“More than 80% of Scottish business professionals believe that weeks of speculation and apparent U-turns on tax rises have had a negative effect on business confidence.”

The Business Desk reflected the same concern, noting:

“83.33% felt the constant floating of tax-raising initiatives had been harmful… only 16.67% stated they had had no effect.”

Uncertainty (not necessarily the policy itself) is the issue

Our survey also explored how business leaders interpreted the motivations behind the shifting signals.

  • 33% believed the Chancellor’s actions may come from political integrity

  • 58% felt they were driven by fear of political fallout

The nuance in these responses shows that businesses are not simply reacting to proposed tax measures, they are reacting to the instability created by the way those measures are communicated.

As Scottish Business News summarised:

“The drip-feed of potential revenue-raising measures… has clearly unsettled business people who ask for, and depend on, stable conditions.”

This mirrors what we heard directly at the seminar: planning, investment, and long-term strategy become significantly harder when the goalposts appear to be moving.
